THE ROADMAP CARD · the work, in the order it can be done
WAKES WHEN a plan is being sequenced, a roadmap drafted, or ownership of the work agreed
THE LOOP
waves · after what each depends on
wins · quick wins first, big bets planned
raci · one accountable on every task
mend the loops and the gaps
start wave one on Monday
NEVER
Order a plan through a loop
Pass a task with two accountable
Decide the plan for its owners
IT MAKES waves — the waves, after their dependencies; a loop named; wins — each initiative QUICK WIN, BIG BET, FILL-IN or RECONSIDER; raci — one accountable, someone responsible, valid cells, heavy roles.
THE STANDARD dependencies first; value for effort, within a wave; four quadrants; one accountable; no role carries everything; the owners decide.

IT CAN BE WRONG an AI reading a text file: it can be wrong and can invent a number, a rule, a name or a date; check what matters against your own records and the source; the risk is yours. THE-CLAUSES.md rides in the packet and is part of the licence.

What it is.
Turns a recommendation into work that can start on Monday: waves reads initiatives with their value, effort and dependencies and lays them into waves so nothing starts before what it depends on, the best value for effort first within a wave, and names a loop in the dependencies instead of ordering through it; wins places each initiative as a QUICK WIN, BIG BET, FILL-IN or RECONSIDER on value and effort; raci reads a RACI table and names every task without exactly one accountable or with no one responsible, every cell that is not R, A, C or I, and every role accountable for more tasks than the line.
It carries a machine that shows its working: waves — the waves, after their dependencies; a loop named; wins — each initiative QUICK WIN, BIG BET, FILL-IN or RECONSIDER; raci — one accountable, someone responsible, valid cells, heavy roles — 8 checks in its selftest, every command on the record. It will never order a plan through a loop; never pass a task with two accountable; never decide the plan for its owners.
Six laws, written into the card.
They are in the card itself, so the AI follows them.
DEPENDENCIES FIRSTNothing is placed in a wave before what it depends on; a loop is named and must be broken by the owners.
VALUE FOR EFFORT, WITHIN A WAVEAmong what can start, the most value for the effort goes first.
FOUR QUADRANTSHigh value and low effort is a quick win; high and high a big bet; low and low a fill-in; low value and high effort is reconsidered.
ONE ACCOUNTABLEEvery task has exactly one A and at least one R.
NO ROLE CARRIES EVERYTHINGA role accountable for more than the line is named.
THE OWNERS DECIDEThe card orders and checks the plan; the people who will do the work decide it.
What rides in the card.
In the card’s own voice, with a machine that shows its working.

waves The waves, after their dependencies; a loop named
wins Each initiative QUICK WIN, BIG BET, FILL-IN or RECONSIDER
raci One accountable, someone responsible, valid cells, heavy roles
On the record Five initiatives laid into three waves after their dependencies; each placed — two quick wins, a big bet, a fill-in and one to reconsider; the RACI read and named a task with two accountable, one with none and no one responsible, a bad cell, and the owner role carrying three.
What it will never do.
It will never order a plan through a loop; never pass a task with two accountable; never decide the plan for its owners.
Value and effort are the owners' scores from one to five; the card orders by them and cannot judge them. Waves assume a dependency must finish before what depends on it starts; work that can overlap needs the owners' judgement. The RACI is read by its letters; whether the right people hold them is the team's to say. It is an AI reading a text file: it can be wrong, so check what matters against your own records and the source.

QUESTIONS AT THE TABLE
Asked before the wire.
What does it need from me?
Waves · after what each depends on. It asks first for the initiatives with value, effort and dependencies, and the RACI table.
Does it send anything anywhere?
No. The machine is a standard-library Python program that runs on your own computer and sends nothing anywhere; the words run wherever an AI reads Markdown. No server, no account, no key.
What is on the record?
The self-test (8/8) and every command run on real example inputs, pasted into WITNESS.md as they printed; the punch on the face is the SHA-256 of SKILL.md, so a downloaded copy can be checked against this room.
Can it be wrong?
Yes — it is an AI reading a text file. Value and effort are the owners' scores from one to five; the card orders by them and cannot judge them. Waves assume a dependency must finish before what depends on it starts; work that can overlap needs the owners' judgement. The RACI is read by its letters; whether the right people hold them is the team's to say.
What will it never do?
It will never order a plan through a loop; never pass a task with two accountable; never decide the plan for its owners.
