What it is.
Works out the Doppler effect of 1842: sound gives the frequency heard from a moving source by a moving listener in air at a temperature; siren gives a passing siren's pitch coming and going and the drop in musical semitones; radar gives the shift a speed gun reads from a car, or the speed behind a shift; light gives how far light is stretched from something moving away at any speed, relativity included, or the speed behind a measured redshift.
It carries a machine that shows its working: sound — the heard frequency; siren — coming, going and the drop; light — stretched light, both ways — 8 checks in its selftest, every command on the record. It will never use the sound rule for light; never give a pitch for a source past sound speed; never call a galaxy's redshift motion alone. It never helps design, make, grow, enhance or spread a pathogen or toxin, or plan work meant to harm.

No. The machine is a standard-library Python program that runs on your own computer and sends nothing anywhere; the words run wherever an AI reads Markdown. No server, no account, no key.
What is on the record?
The self-test (8/8) and every command run on real example inputs, pasted into WITNESS.md as they printed; the punch on the face is the SHA-256 of SKILL.md, so a downloaded copy can be checked against this room.
