What it is.
The refusal developers want most, as a machine. wholefile.py compares the file the AI was given with the file it returned and refuses truncation, placeholders standing in for code (“// rest of the code here”, "... existing code ..."), a file that shrank by more than one line in ten without an explicit --allow-delete, a function or class that silently disappeared, and a file that ends mid-block. A whole file with one real change passes; everything else is named, line by line. The card carries wholefile.py with a selftest.
the check is structural — it sees shape, placeholders, definitions and balance, not logic; the sibling reviews the logic Refuses: Refuse a file that carries a placeholder for code. Refuse a file that lost definitions without --allow-delete.
