What it is.
The number a developer needs before saying yes. estimate.py counts what a change touches in the tree — the files, their lines, the tests that import them — and prints the counted floor in hours from a rate file you give it: lines per hour, tests per hour. No rate file, no hours: NOT ON RECORD, never a guess with a currency sign. The card carries estimate.py with a selftest.
