What it is.
Every budget line must be named in the narrative; the narrative’s stated total must equal the budget’s total; every category must be present. The check every proposal writer does by hand at midnight, by machine. The card carries proposal.py, the machine, with a selftest that builds its own fixture, and audit.py, the packet’s own gate.
Line names are matched as words in the narrative, case-insensitive; a line renamed in prose is a fault until the words match. Stated totals are read after the word "total". Indirect rates and match requirements are not computed.
