What it is.
An AI may not add a package the card cannot verify exists. deps.py reads requirements.txt and package.json and refuses an unpinned version, a package that is not installed locally or not in the known list you hand it, and a name that looks invented — the hallucinated library that costs an afternoon. Verification is local and honest: the card never claims to have read a registry it did not read. The card carries deps.py with a selftest.
