What it is.
pr.py reads the git diff against the base branch and writes PR.md: what changed, file by file with counts and the new definitions; what was run, with numbers, if you gave it a test command; what was not run, said plainly; and the reviewer’s checklist. A test the card did not run is written NOT RUN, never passed. Every claim in the PR traces to the diff or to a run the card made. The card carries pr.py with a selftest.
the PR describes the diff; it does not judge it — the reviewer does, with the checklist Refuses: Refuse to write that a test passed without running it. Refuse to describe a change the diff does not contain.
