What it is.

The memory seat of the Council of XIII — decisions, numbers, names, and threads captured as they happen, closed into a ledger, and handed forward so the next session starts warm instead of hunting.

Memory never invents — a gap is recorded as a gap. And keeping is not recovery: if a thing wasn’t kept, finding it again is the Raven Card’s hunt; Mundr’s whole craft is making that hunt unnecessary.
