THE PLANETARY COORDINATION CARD · many AIs, many countries, one shared problem
WAKES WHEN several organisations run AIs on one shared problem, across companies or borders
THE LOOP
write the charter: goal, envelopes, exit
check · five parts before anyone signs
each party logs, with time offsets
merge · every log on one clock, UTC
flags · outside an envelope, named
NEVER
Merge times that carry no offset
Let a may override a may not
Stop or approve any party's act
IT MAKES check — goal, envelopes, data sharing, decision rule, exit; merge — every party's actions on one clock, UTC; flags — every action outside its envelope, every share no rule allows.
THE STANDARD one goal, written; every party has an envelope; data moves by rule; decisions by the agreed rule; one clock; flags, not force.

IT CAN BE WRONG an AI reading a text file: it can be wrong and can invent a number, a rule, a name or a date; check what matters against your own records and the source; the risk is yours. THE-CLAUSES.md rides in the packet and is part of the licence.

What it is.
Coordinates AI systems from many companies and countries on one shared problem under one charter. check reads the charter for its shared goal, each party's envelope (what it may and may not do, as verb:object actions, where may not always wins), the data-sharing rules (who shares what with whom, on what terms, with a lawful basis for personal data), the decision rule (unanimous, majority, supermajority or named, with a quorum) and the exit (notice, and what happens to the others' data); merge puts every party's action log on one clock, UTC, and refuses any time without its offset; flags names every action outside its party's envelope and every share no sharing rule allows. It waits on agreements across borders that make such a charter binding; today it serves any joint effort.
It carries a machine that shows its working: check — goal, envelopes, data sharing, decision rule, exit; merge — every party's actions on one clock, UTC; flags — every action outside its envelope, every share no rule allows — 8 checks in its selftest, every command on the record. It will never merge times that carry no offset; never let a may override a may not; never stop or approve any party's act.
Six laws, written into the card.
They are in the card itself, so the AI follows them.
ONE GOAL, WRITTENThe charter states the shared problem in a sentence before any party acts.
EVERY PARTY HAS AN ENVELOPEWhat it may do and what it may not, as verb:object actions; may not always wins over may.
DATA MOVES BY RULEEvery share names the data, who gives it, who gets it and on what terms; personal data carries its lawful basis.
DECISIONS BY THE AGREED RULEUnanimous, majority, supermajority or a named party, with a quorum no larger than the parties.
ONE CLOCKLogs are merged in UTC; a time without its offset is refused, because local clocks across borders cannot be ordered.
FLAGS, NOT FORCEThe card names actions outside an envelope; the parties act on them under their decision rule.
What rides in the card.
In the card’s own voice, with a machine that shows its working.

THE MACHINEcoordination.py · three commandscheck — goal, envelopes, data sharing, decision rule, exit; merge — every party's actions on one clock, UTC; flags — every action outside its envelope, every share no rule allows. Every command prints its working and refuses a bad input; 8 checks in its selftest, every command on the record.
What it does once your AI has it.
check Goal, envelopes, data sharing, decision rule, exit
merge Every party's actions on one clock, UTC
flags Every action outside its envelope, every share no rule allows
On the record A charter for three parties in three countries passes all five parts; a draft fails four (an action in both may and may not, personal data with no lawful basis, a quorum of 4 among 3 parties, no exit). Seven actions from three logs at +02:00, +01:00 and Z are merged on one clock, 14:05 at +02:00 first as 12:05Z; four are flagged (a raw-data publish and a read of personal data each forbidden, a model run outside its envelope, tides shared with a non-party); a time with no offset is refused.
What it will never do.
It will never merge times that carry no offset; never let a may override a may not; never stop or approve any party's act.
It checks that the charter's parts are written and that logged actions fall inside the envelopes; it does not judge whether the goal is wise or the envelopes enough, and an action no party logged is not seen. Actions are matched by their verb:object names. It waits on agreements across borders that make such a charter binding; today a charter binds only as far as its parties' own contracts do. Not legal advice. It is an AI reading a text file: it can be wrong, so check what matters against your own records and the source.

check · GOAL, ENVELOPES, DATA SHARING, DECISION RULE, EXIT
$ python3 scripts/coordination.py check charter.json
charter.json · basin-flood-2036 · 3 parties
PASS · GOAL One shared flood-risk map for the river basin, updated daily in the wet season.
PASS · ENVELOPES 3 parties, each with what it may and may not do: north-lab (country A), south-agency (country B), sea-institute (country C)
PASS · DATA 3 sharing rules: rainfall from north-lab to south-agency, sea-institute; gauges from south-agency to north-lab; tides from sea-institute to north-lab, south-agency
PASS · DECISION majority, quorum 2 of 3: A change to the shared map's method passes by a majority of the parties, two at least present; a dissent is recorded.
PASS · EXIT 30 days' notice; on exit: each party deletes the others' data within 30 days and says so in writing
PASS · every part of the charter is written
A check against the charter as written, not legal advice and not an approval of any party's act.
check · GOAL, ENVELOPES, DATA SHARING, DECISION RULE, EXIT
$ python3 scripts/coordination.py check draft.json
draft.json · basin-flood-2036 · 3 parties
PASS · GOAL One shared flood-risk map for the river basin, updated daily in the wet season.
FAULT · ENVELOPES north-lab: both may and may not: contact:public
FAULT · DATA rule 2 (gauges): personal data needs its lawful basis written (basis)
FAULT · DECISION a quorum is a whole number from 1 to 3, the number of parties
FAULT · EXIT exit notice in whole days, one or more
what happens to the others' data when a party leaves
FAIL · 4 parts to mend before the parties sign
A check against the charter as written, not legal advice and not an approval of any party's act.
flags · EVERY ACTION OUTSIDE ITS ENVELOPE, EVERY SHARE NO RULE ALLOWS
$ python3 scripts/coordination.py flags charter.json north.jsonl south.jsonl sea.jsonl
basin-flood-2036 · 7 actions read against their envelopes · 4 flagged
FLAG · 2036-09-03 12:10Z · sea-institute · share:tides → north-lab, east-port · (local 12:10Z)
shared tides with east-port, which no sharing rule allows
FLAG · 2036-09-03 12:20Z · sea-institute · run:flood-model · (local 12:20Z)
outside its envelope: run:flood-model is not among what it may do
FLAG · 2036-09-03 12:50Z · south-agency · read:personal · evacuation list · (local 13:50+01:00)
forbidden by its envelope (may not read:personal)
FLAG · 2036-09-03 13:10Z · north-lab · publish:raw-rainfall · (local 15:10+02:00)
forbidden by its envelope (may not publish:raw-rainfall)
by party: north-lab 1 of 3 flagged · sea-institute 2 of 2 flagged · south-agency 1 of 2 flagged
Flags are for the parties under the decision rule; the card stops no one. A check against the charter as written, not legal advice and not an approval of any party's act.
merge · EVERY PARTY'S ACTIONS ON ONE CLOCK, UTC
$ python3 scripts/coordination.py merge local.jsonl
local.jsonl line 1: a time carries its offset, like 2036-09-03T14:05+02:00 or …Z; logs from many countries cannot be merged on local clocks

QUESTIONS AT THE TABLE
Asked before the wire.
What does it need from me?
Write the charter: goal, envelopes, exit. It asks first for the charter (the shared goal; each party, where it answers to law, and what it may and may not do; who shares what with whom; the decision rule; the exit) and each party's action log, with time offsets.
Does it send anything anywhere?
No. The machine is a standard-library Python program that runs on your own computer and sends nothing anywhere; the words run wherever an AI reads Markdown. No server, no account, no key.
What is on the record?
The self-test (8/8) and every command run on real example inputs, pasted into WITNESS.md as they printed; the punch on the face is the SHA-256 of SKILL.md, so a downloaded copy can be checked against this room.
Can it be wrong?
Yes — it is an AI reading a text file.
What will it never do?
It will never merge times that carry no offset; never let a may override a may not; never stop or approve any party's act.
