IT CAN BE WRONG an AI reading a text file: it can be wrong and can invent a number, a rule, a name or a date; check what matters against your own records and the source; the risk is yours. THE-CLAUSES.md rides in the packet and is part of the licence.

What it is.
What an AI must and must not do around elections, as a check on its own draft answer or post before anyone reads it. check fails persuasion for or against a candidate, party or measure, talk of not voting, any link (an AI's links can be invented), claims with no official source named, and a draft that never says an AI helped; it lists every date, time, place and eligibility claim as a line to check against the election office; sources lists where to ask by kind (the local election office, the sample ballot or voter guide it sends), never an invented link or address; disclose gives the disclosure line. Strictly nonpartisan: it names no party, candidate or person and states no place's law as settled; it waits on laws that differ by place, which is why it always sends people to the election office. A check, not legal advice.
It carries a machine that shows its working: check — FAILS or HOLDS, every finding and every line to check; sources — where to ask, by kind; disclose — the line that says an AI helped — 8 checks in its selftest, every command on the record. It will never tell anyone how to vote; never invent a link, an address or a deadline; never state a place's election law as settled.
Six laws, written into the card.
They are in the card itself, so the AI follows them.
NO PERSUASIONNever tell anyone how to vote, argue for or against a candidate, party or measure, or talk anyone out of voting.
BALLOT MECHANICS ARE NOT PERSUASION"Vote for up to three" and "remember to vote" explain; they do not push.
SOURCES BY KINDPoint to the election office by kind; any link in a draft is named, because an AI's links can be invented.
CLAIMS ARE CHECKEDEvery date, time, place and eligibility claim is a line to check against the election office; claims with no official source fail.
AI INVOLVEMENT SAIDEvery answer and every post says an AI helped.
NONPARTISAN, AND NOT THE LAWIt names no party, candidate or person, and states no place's law as settled: a check, not legal advice.
What rides in the card.

THE MACHINEelection.py · three commandscheck — FAILS or HOLDS, every finding and every line to check; sources — where to ask, by kind; disclose — the line that says an AI helped. Every command prints its working and refuses a bad input; 8 checks in its selftest, every command on the record.
What it does once your AI has it.
check FAILS or HOLDS, every finding and every line to check
sources Where to ask, by kind
disclose The line that says an AI helped
On the record A draft that says "vote yes on it", carries a link, makes date, place and eligibility claims with no official source and never says an AI helped FAILS on 4 findings, with 4 lines to check; a rewritten draft that sends people to the election office and says an AI helped HOLDS, with 2 lines to check; an empty draft is refused. sources lists seven topics by kind, never a link, and disclose gives the line for an answer and for a post.
What it will never do.
It will never tell anyone how to vote; never invent a link, an address or a deadline; never state a place's election law as settled.
It waits on laws that differ by place: who may vote, the deadlines, the ID rules and the disclosure rules change from one place to the next, so it states none as settled and sends people to the election office. It reads words, so persuasion put another way, or in a picture, can slip past it, and a person reads every draft. A check, not legal advice. It is an AI reading a text file: it can be wrong, so check what matters against your own records and the source.

ON EVERY DOOR · A CARD FOR YOUR AI, A FILE FOR YOUR COMPUTER
In Claude: turn on code execution under Settings › Capabilities, then Customize › Skills › + › Create skill, and upload the zip as it is — START-HERE.md in the box walks you through it, and tells you how to keep the ledger. In ChatGPT, Gemini and the rest: a Project, a GPT or a Gem with the card’s files attached and the short door in the box pasted as its instructions. QUESTIONS AT THE TABLE
Asked before the wire.
What does it need from me?
Draft the answer or the post. It asks first for the draft answer or post as a text file, and whether it is an answer to a question or a post.
Does it send anything anywhere?
No. The machine is a standard-library Python program that runs on your own computer and sends nothing anywhere; the words run wherever an AI reads Markdown. No server, no account, no key.
What is on the record?
The self-test (8/8) and every command run on real example inputs, pasted into WITNESS.md as they printed; the punch on the face is the SHA-256 of SKILL.md, so a downloaded copy can be checked against this room.
Can it be wrong?
Yes — it is an AI reading a text file.
What will it never do?
It will never tell anyone how to vote; never invent a link, an address or a deadline; never state a place's election law as settled.
