THE NEGOTIATION CARD · an agent bargaining inside its mandate
WAKES WHEN an agent bargains a price for someone, or someone wants limits set before they haggle
THE LOOP
mandate · floor, ceiling, terms, walk-away
offer · checked before it is made
their offers logged: inside or not
accept, or walk · the talks closed
history · every concession, the chain
NEVER
Make an offer outside the mandate
Accept a deal missing a must-have
Rewrite the log after the fact
IT MAKES mandate — the mandate to edit; offer — checked, then logged; accept — their last offer, only if inside; walk — the talks closed; history — every offer and concession, and the chain.
THE STANDARD the person sets the mandate; checked before it is made; every concession logged; no caving in one step; the log is a chain; walk away when it says.

IT CAN BE WRONG an AI reading a text file: it can be wrong and can invent a number, a rule, a name or a date; check what matters against your own records and the source; the risk is yours. THE-CLAUSES.md rides in the packet and is part of the licence.

What it is.
Two agents bargaining for their people, each inside a mandate, with every concession on the record. mandate writes the mandate to edit (side, floor and ceiling, must-have terms, never-terms, a walk-away by rounds or date, the largest single concession); offer checks each offer by our side before it is made, writes anything outside as REFUSED with every reason, records the other side's offers and says whether each is inside our mandate; accept agrees to their last offer only when it is inside; walk closes the talks; history lays out every offer and concession by side, the gap, and whether the SHA-256 chain still holds. It never pays, signs or speaks to the other side by itself. It waits on agent-to-agent commerce at scale; today it holds one side to its mandate, whoever is across the table.
It carries a machine that shows its working: mandate — the mandate to edit; offer — checked, then logged; accept — their last offer, only if inside; walk — the talks closed; history — every offer and concession, and the chain — 8 checks in its selftest, every command on the record. It will never make an offer outside the mandate; never accept a deal missing a must-have; never rewrite the log after the fact.
Six laws, written into the card.
They are in the card itself, so the AI follows them.
THE PERSON SETS THE MANDATEFloor, ceiling, must-haves, never-terms and the walk-away are written before any offer; the card never suggests a price.
CHECKED BEFORE IT IS MADEAn offer outside the mandate is written as REFUSED, with every reason, and never made.
EVERY CONCESSION LOGGEDEach move toward the other side is recorded with its size and its share of the window.
NO CAVING IN ONE STEPA single concession larger than the mandate's step is refused.
THE LOG IS A CHAINEach entry is hashed with the one before it; a change after the fact names its entry, and nothing more is added.
WALK AWAY WHEN IT SAYSWhen the rounds are spent or the last day has passed, our side makes no more offers.
What rides in the card.
In the card’s own voice, with a machine that shows its working.

Every command prints its working and refuses a bad input; 8 checks in its selftest, every command on the record.
What it does once your AI has it.
mandate The mandate to edit
offer Checked, then logged
accept Their last offer, only if inside
walk The talks closed
history Every offer and concession, and the chain
On the record The mandate starts empty, every value for the person to set. Selling a bike inside a window of 800 to 1,200 USD: our 1,200 is made; their 900 carries a never-term and is outside our mandate; our 750 is REFUSED twice over (under the floor, and a 450 USD drop where 25% of the window, 100 USD, is the most) and never made; our 1,100 concedes 100 USD, their 950 concedes 50 USD and is agreed. History shows one refusal and a chain holding over 6 entries; a second set of talks is walked away from, and an offer after that is refused.
What it will never do.
It will never make an offer outside the mandate; never accept a deal missing a must-have; never rewrite the log after the fact.
It waits on agent-to-agent commerce at scale; today it holds one side to its mandate, and the person signs and pays. Terms are matched as written, so a must-have phrased another way by the other side reads as missing. A price is one number in one currency; it never judges whether a price is fair, and it is not legal or financial advice. It is an AI reading a text file: it can be wrong, so check what matters against your own records and the source.

QUESTIONS AT THE TABLE
Asked before the wire.
What does it need from me?
Mandate · floor, ceiling, terms, walk-away. It asks first for the mandate from the person it bargains for (side, currency, floor, ceiling, must-have and never terms, the walk-away), and each offer as it comes.
Does it send anything anywhere?
No. The machine is a standard-library Python program that runs on your own computer and sends nothing anywhere; the words run wherever an AI reads Markdown. No server, no account, no key.
What is on the record?
The self-test (8/8) and every command run on real example inputs, pasted into WITNESS.md as they printed; the punch on the face is the SHA-256 of SKILL.md, so a downloaded copy can be checked against this room.
Can it be wrong?
Yes — it is an AI reading a text file.
What will it never do?
It will never make an offer outside the mandate; never accept a deal missing a must-have; never rewrite the log after the fact.
